A question having arisen in 1858 in the Legislative Council of Hong Kong respecting the distinction to be preserved between "the fixed establishment," and the general "Estimates" for the service of that Colony the then Secretary of State Sir E. B. Lytton came to the conclusion, after careful consideration that it might be expedient to construct
